The content within the Roles and Responsibilities module discusses the history of telecommunications. It describes the basic requirements and responsibilities of the telecommunicator, as well as common departmental issues. It discusses basic functions and roles of telecommunicators, appropriate attitudes, conflict avoidance and resolution, and how to create a positive environment. It reviews risk management as it pertains to telecommunications and the effects of critical decisions and incidents. It also introduces the definitions and concepts of homeland security and terrorism, and identifies a wide variety of resources available to public safety telecommunicators.
